Since the municipal elections almost a year has passed, and we are asking the Prague city councilors responsible for transportation from Prague 1 to Prague 22 about their plans for cycling transport. We continue with the Prague 10 district, which has 114,000 residents. It includes Strašnice, Malešice, Záběhlice, Michle, Vinohrady, and Hrdlořezy. Mikuláš Pobuda, the councilor for transportation for the ODS party, responds to our written inquiries.

Do you plan to build new bike paths, mark bike lanes, or legalize bike passages in your municipal district in the coming years? Where?

Yes, of course, we plan to build new bike paths. Not only is their importance for citizens increasing year by year, but they can also alleviate the overloaded infrastructure of the entire city. For us, the primary bike path is the „Drážní promenáda,“ which will be a focal point for cyclists in Prague 10 because it will connect Prague 15 through Prague 10 to the city center. It will start from the „Triangl“ area and end behind Vršovice train station. The promenade itself will be a four-meter separated cycle lane and a three and a half meter wide pedestrian path. Alongside it, there will be running routes as well. This will create a linear park with plenty of places for stops and relaxation. Currently, we are also preparing the „U záběhlického zámku“ and „K Vodě“ bike paths in cooperation with TSK a.s. Both paths partially fall within the Prague 10 municipal district. The expected completion date for both projects is 2024.

In Prague 10, the Vršovická drážní promenáda will be created. How is the preparation going, and when will it be realized?

The preparation is being handled by TSK a.s. On March 8, 2023, the building authority issued a decision regarding the location of the construction. On April 13, this decision gained legal force, and currently, the subsequent project documentation is in preparation. Further preparations (in connection with the allocation of financial resources from MHMP) should follow the FIDIC Yellow Book approach, using the Design and Build method. The exact schedule is not currently known.

The promenade will create an entirely new cycling backbone in Prague 10, undoubtedly increasing both cycling and pedestrian traffic on connecting routes. The municipal district is preparing the necessary connections so that, after its opening, there won’t be critical points at the exits from the promenade, such as in U Seřadiště Street or in connections towards the Skalka housing estate or the Rybníčky Triangle.

Yes, in addition to the Drážní promenáda itself, we are addressing partial connections to the existing infrastructure, including the reconstruction of adjacent roads, the creation of new crossings, sidewalks, and so on. These are separate investment projects that are being discussed in parallel with the Drážní promenáda.

In the analysis of problematic areas for cyclists in Prague 10, the street „Pod Táborem“ was identified as a significant trouble spot. Will the municipal district negotiate with the city hall or Prague 9 to establish a safe bike path to Hrdlořez, or is there any preparation underway for any modifications?

We are aware of the situation, and we have plans to address it, but it is not our top priority. Our main focus is on projects that are currently in preparation. Moreover, in that area, transportation projects are being prepared for the construction of a tunnel and Jarovská třída.

What is the progress with the revitalization of Trojmezí? Will there be at least an early establishment of a passable road from „U Záběhlického zámku“ street towards Toulcov dvor?

We are giving full attention to the revitalization of Trojmezí, and we understand its importance to our citizens. The entire project is currently in the preparation phase.

In recent years, the municipal district has established a relatively large number of contraflow bike lanes. Do you have plans for more?

That is correct; we have put a lot of effort into allowing contraflow bicycle traffic in one-way streets, and we have focused on locations that make the most sense. Currently, we are preparing a contraflow bicycle passage on Šrobárova street.

Is there a plan to install more bike racks on the streets? Where?

Yes, there will continue to be an increase in bike racks in our municipal district. In cooperation with TSK a.s. and, among others, bike-sharing providers, we are trying to identify suitable locations that will be most convenient for them. Several locations have already been identified, which we will announce soon. These will be classic stainless steel racks of the inverted „U“ type.

Are you planning to establish bike stands before crosswalks and at traffic lights, similar to Prague 1, 2, 3, 6, or 8?

Due to the nature of our municipal district, these stands are not our primary focus. We are not currently considering this option, and it is still in the discussion process.

What about bikesharing? Are you striving for a denser network of bike-sharing parking or its expansion?

Bike sharing is commendable, just like any idea within the sharing economy, and I certainly support it. It all depends on how the rules are adhered to, which must be clearly defined, and cyclists must follow them to avoid inconveniencing the residents of our municipal district, especially pedestrians.

Will the bike depot in Prague 10 be expanded?

Yes, we are preparing an expansion of the bike depot, specifically on Švehlova Street.

How else do you plan to improve cycling conditions in your municipal district?

The conditions for cycling in our municipal district will primarily improve with the planned „Drážní promenáda,“ which will significantly change the appearance of cycling routes in Prague and enhance the quality of life for cyclists in Prague 10.

Which construction or change in the current election term will have the most positive impact on pedestrian and cycling transportation in your municipal district?

The largest project will be the aforementioned „Drážní promenáda.“

Which foreign city serves as an inspiration for you in terms of transportation?

Amsterdam is, of course, an inspiration, as it is a city that belongs to cyclists. However, it’s important to note that the mentality of people there differs slightly from ours. Both car drivers and cyclists in Amsterdam tend to be more considerate of each other than in some other European countries. Nevertheless, I consider Amsterdam a model for cycling transportation within a city. Another example is Paris, where they accommodate cyclists just as they do car drivers.

Do you ever travel around the city by bike? Why or why not?

I use public transportation to save time, and if I need to travel longer distances, I use a car.

Do you follow our „Městem na kole“ magazine?

Unfortunately, it hasn’t come to my attention yet. I’ve heard about it, and I would be happy to read it when I have the opportunity.

Thank you.
